13HRP – 0128 – Howler Gang
Description
13HRP – 0128 – Howler Gang is a highly organised criminal group that operates mainly in the Zelo District in the north-west of Albion. The group runs large-scale gun trading, cybernetic black-market sales, biological smuggling, and many organised theft operations.
Although the gang avoids direct fights with military forces, its members remain very dangerous. This danger comes from their heavy body changes, advanced weapons, and strong underground network.
The Hollow Reality Project now classifies the Howler Gang as an Active Criminal Organisation, and it continues to investigate the group across several districts.
Origins
Researchers believe the Howler Gang came from followers of 13HRP – 0006 – Rat Man.
While modern members still show rodent-like traits, such as long ears, strong agility, and climbing skill, they do not show the same behaviour or leadership linked to Rat Man.
Most members likely come from second- and third-generation descendants. Over time, they formed their own criminal network after leaving the original Rat King.
Today, the group focuses only on profit instead of any belief or cause.
Criminal Operations
The Howler Gang earns money through many illegal activities.
Recovered intelligence confirms that the group takes part in:
- Illegal gun trading
- Cybernetic black-market sales
- Vehicle theft
- Smuggling operations
- Biological imports from the Duzi Region
- Fake identification documents
- Underground transport networks
In addition, police investigations have linked the group to hidden warehouses under abandoned factories across Albion.
During one major raid, investigators found an underground armoury. It held military-grade guns, explosives, and restricted biological materials ready for transport.
The Black Blum Balls
One of the group’s most profitable activities involves the illegal import of Black Blum Balls, a dangerous plant from the Duzi Region.
The seeds spread very fast when they reach the right conditions. As a result, the plant can take over local ecosystems within weeks.
Because of this threat, Albion banned the transport of Black Blum Balls. However, the Howler Gang still smuggles them through hidden cargo shipments.
Cybernetic Enhancements
Many gang members choose to replace healthy body parts with illegal cybernetic parts bought on the black market.
These upgrades include:
- Reinforced bones
- Artificial muscles
- Enhanced eye implants
- Hidden weapon compartments
- Neural communication devices
These changes make members stronger and more effective. At the same time, they help investigators track black-market tech through unique design patterns.
Leader — Porter Fara
Witness reports name Porter Fara as the leader of the Howler Gang.
However, very little confirmed information about him exists.
Despite many raids by the Hollow Reality Project and Albion forces, Porter Fara has avoided capture every time. Investigators believe he moves between safe houses often and only speaks through trusted contacts.
In fact, several arrested members say they have never met him. Still, investigators cannot confirm if these claims are true.
Containment Operations
The Hollow Reality Project’s Fourth Division Task Force continues to monitor and target Howler Gang activity.
So far, teams have shut down three major facilities and seized large amounts of illegal guns, cybernetic gear, and banned biological materials.
In addition, authorities recovered several restricted 13HRP – 0043 – MindControl Collar devices. Investigators believe the gang planned to use them to move abducted people to the Duzi Region.
Although these actions have slowed the group, investigators believe more hidden sites still operate across Albion.

The Howler Gang continues to grow despite repeated police action.
Researchers believe its loose structure allows smaller groups to keep working even when leaders get arrested.
As a result, current intelligence shows that the gang poses a rising threat to public safety. This threat comes from its mix of cybernetic tech, smuggling work, and access to banned biological materials.
Therefore, the Hollow Reality Project treats the full shutdown of the Howler Gang as a long-term goal.
